William Cooper, President

As President of S&B Construction, Mr. Cooper directs the daily operations of the company, formulating strategies and policies to achieve overall corporate objectives while fulfilling the organization’s commitment to the communities we serve. Mr. Cooper strives to ensure that each client’s experience is as pleasant as possible. He further emphasizes the importance of a finished project being viewed as a success from the client’s perspective.

When he joined S&B Construction in 1987, William brought with him an extensive background in design/build, construction management, project management, and estimating disciplines. In addition, he offers experience in construction administration and design, zoning, and permitting acquired since entering the industry in 1976. William earned a Bachelor of Science degree in Construction from Northeast Louisiana University. He is a member of the Chambers of Commerce in Indianapolis, Carmel and Brownsburg, Indiana. William is a member of his church’s building committee, and volunteers his time regularly for the American Cancer Society, Indianapolis 500 Festival, the Shepard Center, Indiana Youth Soccer League, and the Government Affairs Committee for the Indiana Chapter of Associated Builders and Contractors. William and his wife, Reba, have been married since 1976 and have two children. When time permits, William enjoys golf, skiing, and running..


Greg Cheslyn, Business Development Manager – Commercial Division

Joining S&B Construction Group in March 2011, Greg comes to S&B with over two decades of experience in estimating and material specification for commercial facilities. Greg has extensive experience and previous certifications in building material application and installation; specifically focused on masonry, hard surface flooring and hard-scapes. As commercial "Business Development Manager" for S&B, Greg's main focus is on commercial facilities which include; Retail, Restaurant, Medical, Assisted Living, Multi Family, Recreational and Aquatics. Whether the project is new construction from the ground up, remodel or historic renovation; Greg can guide you through the process of securing S&B Construction for your project. Greg is married with two children. Involved in his community, Greg sits on the committee of "Shoot for Sammi", which is a fund raising committee sponsoring an annual event for "SIDS" research and "Safe Beds for Babies". He is a member of Stephens Ministry at St. Luke's UMC; an outreach group for those who are challenged by life's events and hardships.


Clarence (Joe) Smith, Church Development Director

As Church Development Director of S&B Construction, Joe's focus is presenting our unique process of facilitating vision assessment, church growth, design, funding and construction of church and school facilities; meeting with Pastors, school officials, church and school boards, and committees. Joe came on board at S&B in March of 2011, bringing with him over 15 years of sales and marketing experience in the Christian market. In 1995 he helped launch a Christian sales and marketing company, servicing independent Christian bookstores nationwide, this company became one of the premier marketing groups in the country, and Joe was one of the top producers. Joe has been involved in church his whole life; working at almost every level, including lay and ministerial. He brings unique insight, understanding both sides of the table, both Pastoral and Lay. Joe and his wife have been married since 1975 and have two children. When time permits, Joe enjoys golf and soon spending time with their first grandchild.


Tim Dixon, Business Development / Chief Estimator

As Chief Estimator for S&B Construction, Tim directs and provides overall direction to the estimating and bidding process, providing pricing to clients and formulating strategies to maintain competitiveness in the construction environment. Tim directs the implementation of all estimating processes to insure competitiveness in the market. He also directs the daily operations of the estimating department while also performing business development activities. He is responsible for overall development of new construction projects, contract negotiation and execution, and architectural/engineering coordination along with interface of S&B Project Managers and Superintendents. Tim offers experience in all aspects of the construction process including project management, permitting, and design and construction administration. Tim earned a Bachelor of Business Administration and an AS in Economics from Indiana University. He is an active member of his church, and active in youth activities coaching baseball. Tim and his wife Kathy have been married since 1997 and have two children. Tim enjoys baseball, golf and fishing when time permits.


Alan Moore – Senior Project Manager - Religious Division

As Sr. Project Manager in the Religious Division for S&B Construction, Alan directs and provides overall direction for the design and construction for churches, schools and other religious facilities. Alan takes a church or school through the pre-construction phase, the design phase and the construction phase of their facility. He is responsible to work alongside and coordinate the Architect and Engineer, local authorities, various consultants for the project and the building committee on a church project or school project. He provides constant project budgets, to give the ministry an accurate representation of the construction industry and their projects. He also creates and updates schedules for the project so that clients have the best possible information at hand while making decisions. Value Engineering will be performed throughout the process by Alan and his group. His mission is to utilize his experience and network of contractors and suppliers, to assist the ministry expansion of churches and schools through their building projects. Alan is active in lay ministry in his church. Alan and his wife Tracy have been married since 1983 and have two children. Alan enjoys sailing and outdoor activities when time permits.
